I agree Shane, loittle to non od this will be put into action because it is unworkable anyway. Ten's of millions will be prosicuted so whgere are the prison's to put them all in. Also if their is a 10k fine that solves nothing because the problem the governments see cant and wont be resolved, the economy will die over night as no one will have ANY money (well their funny fiat money). Some sort of Alien mind bug has got intoi the rich and made them insane, maybe that bug is called Creed or Greed? lol! They are now so power drunk they are now showing out as INSANE?
