There is such a thing as static loading and dynamic loading.

This applies to floors, balconies, bridges etc.

Lets assume all the women weigh 80Kg each....

The static load, It's a rating of load per square meter, and say 3 people per square meter = 240 Kg... when the 3 people jump up and down - at the same time, it goes up to say 3 to 5 times that load (say 4 x) , then a room with say 50 retarded women in it, being a habitat designed for 4 or 5 people, suddenly has cyclic loadings of "50 people x 80 Kg x 4" = 16,000 Kg...

So you go from a small slow loading of people walking around in the place, to 16 tons jumping up and down...

Dunno......

The design of the building, the load bearing capacity of the floor and the age and condition of the timber etc...

This is why floors, balconies, bridges etc., collapse.
