A Chinese proverb has it that “a close neighbor is better than a distant relative” — a principle fully lived out in the Russian-Chinese relationship, which has won official praise for its unprecedented trust and unlimited potential. Yet, in both countries, there are critics concerned about too much dependency or the constraints this closeness puts on other exchanges. How do Moscow and Beijing navigate their partnership?
