Oh God... didn't they teach you anything in Canada? Or perhaps I've been in the military too long. The one sure way to create an EMP is through nuclear bombs. The EMP is a by product of the two other rather three step destruction-- you get the initial explosion- the huge amount of heat released, then the Shockwave, and then the radiation rain for quite awhile.
I think the whole trying to destroy AIs will be a women thing kinda like in that movie wife-like.
