Why Aren't Men with Nothing to Lose More Violent?

In the old days the horse thieves were hung...... AND while not all of them were caught, the ones that were, never did it again.
However in this day and age, to a certain extent we are forced to let horse thieves live - those are horse thieves of all descriptions and calibers, and the philosophical filters of letting them suffer by their own hand - can have some merrit, most of the horse thieves and their entourages keep right on being scumbags without missing a beat......
