In other words, the ones at the top are allowed and encouraged to use their rank to fulfill their agenda, even against other low level masons like politicians without them actually knowing it, but still serving the brotherly cause. The average politicians who have been initiated have no meaningful recourse within the masonic hierarchy and that is also why they tend to stay corrupt, plus they are blackmailed.
