I kind of find it odd that the GOVERNMENT knows when it is okay for an individual to be able to offer consent (13 years old is too young for a woman to have sex, 16 is okay in some U.S. states, 18 years old is okay in the rest of the states). Of course, in the west, even an adult woman requires government intervention, as a guardian, to state that her false rape claim is the man's fault. Women are NOT ABLE to have any consent, if you think about it in this way.
