‘We cannot expect real justice’ — Juwana on ICC and Duterte

Former Philippine President Rodrigo Duterte has appeared before the International Criminal Court in The Hague, marking his first public appearance in more than a year.

Ahead of the hearing, University of Indonesia international law professor Hikmahanto Juwana spoke about the limits of the ICC, arguing that powerful states can use their influence to avoid accountability while weaker countries remain more vulnerable to prosecution.
