Same thing in Africa, it's because they focus their school programs on other things and most families there are poor.. Only fishermen and people living by the river or lakes learn to swim early but in Thailand not everyone obviously.. If they didn't learn the basics of swimming at a young age.. forget it when they grow up.. Most people there must focus on making money, they just don't have time to spend money on learning how to swim.. In the west there is a better structure for that.. But even in the west in Europe for example many schools just don't care about the children taking more time to learn how to swim.. 40% end up not being able to swim correctly because the teachers focus on the ones who are quick to learn how to swim.. It's a worldwide issue.. The level of education is becomming dangerously low in most countries in Europe.. especially the UK.. It's scary to see a grown man 40 yo not being able to answer basic questions like : how much is 3 multiplied by 5..
