Yes, the United States should prioritize taking care of its own energy infrastructure and people first before considering exporting energy. If we do the opposite the United States becomes bogged down with regulations, has an energy deficit which increases costs of everything. As you stated if we have excess after taking care of ourselves we can definitely export it to other countries in exchange for other goods. It is indeed a win win.
