It looks like to me like the police was slow to want to engage this freak. The tranny had a full set of luscious hair to grab and pull the creep to the ground with. That is "pain compliance". Then one policeman hits the guy over the head with his rubber baton. That's s no-no target, even if he held the baton almost in the middle to reduce the impact. Meh for the arrest!
