Responsibility vs Authority

If I am responsible for something I must have Authority over it; if I have no Authority there is no way I should be resposible.
If it is now my responsibility to provide housing... I have Authority of what I am responsible for it... If you break the home I make, you can either fix it yourself to code or you can get out.
Lets pretend that the repair is too expensive; If you flush firecrackers down the toilet you should be kicked out. You didn't do it, your kid did; why were you not watching your child?
You let your kid play with firecrackers unsupervised all the time, it doesn't sound like you're a 'responsible' parent.
Ultimately; If one is not able to act responsibly they should should not be responsible but they should not be permitted to engage in what leads to the need to be responsible.
If one is not willing to act responsibility, they should not be permitted to engage in what leads to the need to be responsible either.
If one is not willing to accept that inhibition to the actions that result in the need for that responsibility they are unwilling to fulfill... they should be excluded from 'society'.
Compassion must be tempered with prudence or the system collapses, the resulting chaos from that system collapse will lead to misery and tragedy.

The indoctrination of unhealthy 'culture' must end; regardless of how much money is offered and how protected the group pushing it may be.
