Crowds of migrants are trying to get to the US through Mexico by train as an unprecedented migration wave hits the country. Some 5,000 people attempted to get on the train in the city of Irapuato in the hope of finding a better life on the other side of the border.

I dunno... A FIRM NO means NO - you are not coming in...
ONE announcement at the border in all the lanuages - telling them to disembark and go home, and then if they don't - run the train through the border crossing at walking speed, and drop grenades into the wagons.... like so there is one every 10 feet.
