This policeman was calm, talking to the individual not aggressively, gave him clear instructions, and his action was to disarm, NOT TO KILL.
One shot to the arm, not an entire magazine to the heart/head.

@The Man Inside: In that case he might be institutionalized. I've known a couple guys who became institutionalized and couldn't function outside of prison. Everytime they got out sooner or later they would commit a crime to go back inside prison/jail.
