As well as NOT wearing reflective clothing or a garment, she also blends in with the back ground... making her real hard to see.

Being on the phone just makes a BAD situation WAY worse.

Man, try driving in a non-lit street, and a black man dressed in all dark clothes crosses the street; only noticed him when I saw the white of his teeth; luckily for him he was smiling while on the phone. If not he would've been under my wheels.

I picked the frame where she is directly ahead and about to merge out of the back ground... sure the video is grainy and lower resolution.... which would make a huge difference... but the combination of back ground, light and dark areas, white paint on the road on the intersection on the other bits behind her etc.... She just goes, "Appear!" out of the back ground..... My only thought was, I am so glad I grew up enough to accept that "going faster than necessary" is a BAD IDEA.... There is so much to pay attention too, even at slow speeds..... AND for her to wander into the path of the traffic - Brain off and watching the phone...
