The "home made stairs" were in fact, very dangerous, leg breaking and a BAD fall dangerous... If they had supported the steps at the ends and used decent piling to rest them on, they would have been very good with a few other checks and balances.... and bracing etc.

The councils very expensive solution, was in fact, very good, permanent, solid, stable and basically permanent.
