they put settlers into property with little to no debt by the govt selling claims. that people turned around and paid off easily during the gold rush.. i had a relative who did exactly that for over 600 acres with money left over/..ultimately acquiring over 1700 acrte farm in illinois.. held for generations.. until london and wallstrreet put an end to america..
