Supreme Court strikes down Trump tariffs

... So a businessman who was called to act on behalf of a nation was successful, but the people who are supposed to do the job but refuse complained so a 3rd party mediator says, the businessman went too far....
so... why are the people who are supposed to do their job not doing their job and why are they fighting the businessman?
A reasonable approach (if this were a company) would be for that group not doing their job to immediately adopt the new process that works and then, once the process has transitioned then change who's in charge of it.
Unless those who were not doing their job were not doing it on purpose in which case they should be fired...
Ignoring past the 3 or 4th layer (out of at least 20 layers of structure, bureaucracy and conspiracy ) it sounds like the politicians who were against tariffs were corrupt and more interested in gaining personal benefit to a lesser degree (bribes) instead of doing all they could for the populace they claimed to represent?
