Spain-Morocco border crisis: Who's to blame?

Since last week's chaos in the Spanish city of Ceuta, most migrants have reportedly returned to Morocco.

While the EU claims the crisis was resolved quickly and that conclusions have been drawn about strengthening border protection, questions remain over whose border it is — and who should be responsible for it.
