This sounds like it has CIA, MK Ultra, and DARPA written all over it. If all of a sudden it gets sealed up tight because of "National Security" then it's a sure bet. (See 1947 National Security Act) A lot of musicians from the 1970's were used to transport drugs for CIA cover from Barbara Mandrell, to Charlie Pride, to Jimmy Buffet.
