No. It's an intelligence factor... a certain demographic is just not smart enough... granted there are some halfus among them with white genes so...
It's sad to acknowledge but IQ scores, Test Scores [ACT, SAT, etc], and well even class attendance...all point together saying this. Not to mention unadulterated crime stats...
