Nope according to the movie , he is acting as WW1 Canadian soldier . By the way the moustache of Hitler was very popular back in the day. Even the old uniforms from the Canadian looked similar to the German soldier uniform .

@sithsith: There are photos, of Trudea as the character side by side with Poutain or Papine ? and they they are quite similar - though not close enough to be hard to tell apart, but similare, if the phots were switched, and you had no real recollection, one could be mistaken for the other.
