Why might it be important that anyone, thinks that anyone in that photo is still alive (and or who they claim/pretend/are supposed to be?
Either each of those 'people' (characters) are dead and th photo is intended to get someone to reach out to at least one of them (honeypot) or it's revealed as an obvious fake so that people might believe that all of the actors have departed stage left... or they threw a few 'similarly looking' people in to use as future 'successors' to the 'Biden family name' (another role for another puppet)
The real reason we know it's fake... he's not sniffing little kids...
