nothing new about disinformation, look at the CIA/NSA/KGB/DOJ/ETC./etc.
since governments have existed there has been disinformation and propaganda...

It reminds me of Ceasars strategy of sending people well in advance of his army, and their job was to spread stories about how Cesars Armies were invincible and how it was better to surrender on favourable terms, lest they be laid to waste.... etc..
