Jaywalking is now legal in New York City because city officials have legalized it. Why? They claimed that too many ethnic minorities were getting jaywalking tickets. Could it possibly be that ethnic minorities receive more jaywalking tickets because they jaywalk more? So now they won't be kept safe from this practice and will be at increased risk of getting hit by cars.

There's more to it than that. Apparently, some cops have been using jaywalking as an excuse to arrest black people, er darker (than white) suspicious or otherwise but not so in White or well off districts.
