It's not impossible to find the facts about this (well it might be) but - if you can find someone who can read the language on the sign - HUGE help - and there is geolocation software that can find locations from photos etc... I mean I have gone after the information from after similar scenarios, and it can turn into HUGE - absolutely HUGE amounts of time and resources to find even relatively common locations.... In this video, it's on a specific street, with historical cast iron lamp posts etc., buildings, etc., and what was there 10, 20, 30, 40 years ago, might be long gone...... AND it was in a spanish speaking place.... but trying to find it..... very hard going, mostly from the time taken.... and historical records.....
