Actually they do brake but the wheels don't stop because ABS doesn't recieve the signal to slow down, that is why the wheels keep turning and modern cars are so useles in the snow. Now I have tweo Motorcycles that I don't go out on in the snow if I can help it, But shopping has to be done. So I don't take the bike with ABS built in I yake the Cheap Chinese one that has Mechanic ABS or "Combined Braking" wich works fine in the snow. so ABS in SNOW ir ice is about as useful as Automatic transmission is in snow to pull away, you cant feather the clutch on an automatic like a manual car.

It still happens here in the temperate zone of the USoA during the first few snowfalls. People who have lived with the winter snows theor whole lives suddenly freak out and lose their GD minds.
