Ecuador police, army trying to return order as gang violence rages

President Daniel Noboa has declared an ‘internal armed conflict’ in Ecuador after gangs launched violent attacks across the country. Security forces have been ordered to ‘neutralize’ criminal groups accused of spreading extreme violence.
