Deaf black man punched and tased by cops

An investigation is underway after officers were filmed punching and tasering a deaf black man outside a store in Phoenix. The man had allegedly assaulted someone at the store, but many believe the officers’ response was unnecessarily violent, and possibly racially motivated.
