If it names itself "Committee " or "Council ", it's probably associated with or a front group for - through however many degrees of separation - a Communist movement or organization. Such movements attract the disenfranchised, the downtrodden, the misanthrope, the marginal, the criminal, and the incompetent. People with an already over-inflated sense of self-worth, deep in the grips of Dunning-Kruger Effect, or people looking for validation. Naming the group to which they belong a "Committee" or "Council" grants them that sense of unearned self-importance; "Look at me! I'm the Vice Chair to the Deputy Director of Committee ABC!"
