Denis Rancourt, a physicist and former tenured full professor at the University of Ottawa, presents an analysis of official mortality data from the CDC and Statistics Canada. His research is interdisciplinary, spanning condensed matter physics, environmental science and, more recently, public health. He argues that the data show COVID-19 vaccines injured and killed people, citing more than 50 autopsy studies, VAERS reports and thousands of peer-reviewed papers on adverse effects. Rancourt then shows mortality patterns that he says rise after vaccine rollouts: pregnant women in the US and Canada, infants roughly nine months later, toddlers and children aged 1 to 14, including about 410 excess deaths in Canada, and cancer deaths in young people and older adults, which he links to so-called turbo cancer. In the second half he turns to the wider effects of the pandemic response, arguing that lockdowns, isolation of the elderly, the withdrawal of financial support and prolonged stress caused excess deaths. He also presents correlations between provincial excess mortality, GDP per capita and large hospitals, and argues that geographic mortality patterns are inconsistent with a spreading virus. He concludes that the excess deaths resulted from the response rather than a virus, and that the vaccine harm he describes was a safety signal that went unacknowledged.

Part of the presentation is interpreted into French, and Inquiry organizers and an MP question him afterward.
