A DEW, directed energy weapon, doesn't have to be space based. As far as I can tell all experimentation is aimed at aircraft.

In my opinion if they used space based weapons they would use something like a KEW, kinetic energy weapon. Essentially it's dropping a really big rock from a really high altitude, in this case orbital. If would give them the "it was a meteorite" excuse. Essentially it's a nuke without the radiation.
