it is actually better if you send it certified mail because then it has to be signed for and you get a copy of the signature upon delivery.
it would also be prudent to mail a copy of the documentation to yourself at the same time you mail the documentation out, so that it is certified by date, do not open this unless you have to go into court, and have the JUDGE open the documentation that you had mailed to yourself as proof that it was all mailed out for date/time given to the recipient.
this will be essential in about a week....
'the powers that be' (or trying to be) are going to try to institute more mask/vaxx mandate nonsense...
