Because the Federal government, has proven they can not, work a taxpayer's budget. Thus should be proven unfit to lead, and not valid for any laws under such visions of government

Government assistance should be shameful; charitable assistance should be shameful; there should be a clear distaste in receiving it; it is a necessity to maintain availability for those in need.
The greatest concentrations of poverty and crime and human misery... are those who receive the greatest amounts of benefits. Native American Reservations are prime examples, inner city; trailer parks, etc are no exceptions either.
Without adequate pain even an absolute 'need' to change; the slow boil, no frogs jump out. In a true open market without a fiat currency the market will adjust to what is needed and available.
There's a reason that growing food is so strongly discouraged why 'farm life' is so 'distant' from the majority of our culture. Self sufficiency and free competition are absolute enemies of monopolies in any market segment.
More people will die from refusing to change than actual violence... cutting welfare will result in a great deal of death.
