Why should they develop empathy? What direct negative consequence will they experience if they don't?

The reality of this world, humanity, and society is that people don't do the right thing. People don't do things just because they'd be a good thing to do. People do things to reap a direct positive consequence or avoid a direct negative consequence. If you think walking a mile in sub-3 shoes would fix chads, then you're going to have to find a way to inflict that upon them, because they're not going to do it willingly.
