The evidence of "continuous fabricated delays" might suggest that this company is using these funds or profit, by "parking" them into interest/dividends bearing accounts, and have over-extending themselves to the point that they don't have funds available to give you your money back, i.e. "Fractional Reserve Banking". You may be experiencing what so many did in 1928 through the early 190s...Good luck.
