He missed the Monell vs. Dept of Social Service of the City of New York where state entities are legally liable under 1983 for unwritten or written custom or policy that violates unconstitutional civil rights .

he's not lecturing because he cares about law and the integrity of the law he's only lecturing so that judges and lawyers extort more money from the public. He's bringing up relevant arguments for the people in power to make so that they make squash any lawsuits against themselves... New revelation this man is dr. And @Jose Gonzalez, he didn't "miss Monell" he's talking about cases from the 2009 term. Monell was decided in the 1978
