They haven't built up the police/military apparatus for nothing. Mass violence will allow them to implement the laws they want without complaint from the NPC's. They will keep ramping up the chaos until average people snap then they'll unleash the apparatus and say something like "since you can't handle free choice we'll make your choice's for you". I'm sure they'll use nice, pleasant words to say it like they usually do.
