I wonder what will happen when...
The tiny hat supporters realize that they are "considered" white when it comes to the starving communism desperately in need of more of their money?

The government grocery store idea could work... you could even offer to exchange the coupons/tickets for that store for cash, something like 3:1 exchange. The store would only stock ingredients, and could even offer a kitchen to prepare them; no junk food. The number of people going there for actual food would be almost none. The 3:1 exchange offer at the door allows retaining (laundering) 2/3 of the benefit amount; and you can confirm that "All benefits were used". People would insist on 3x the amount of benefits so they can buy trash at normal stores. The hard part would be keeping 'normal' stores in the neighborhoods, you would either have to pay them to stay or actually prosecute theft. The whole thing about "crime" being a construct and criminals being released that will certainly result in people moving out.
Tin-foil hat time:
If I had entrenched adversaries in an area... releasing criminals could cause enough "chaos" I could take almost any guerrilla action and have it attributed to the crime.
"I didn't attack the UN Headquarters in NY; that was the criminals invading and ransacking the building."
"The criminals you released?"
"I was liberating the oppressed peoples who were victims of systematized oppression; I was upholding the UN Charter. If only we had more funding we might have been able to ensure the security of your buildings."

(This might also be a reach to get UN troops on the ground in the US...)
" We gave you money last time; we're going to send our own troops to secure our own building, refusal is proof of conspiracy to act against the UN!"
(back and fourth between state and federal government regarding "troops" vs "guards" and how many "UN Security Forces" are allowed in to "Secure the UN Headquarters"... I guess there is a chance that the UN Forces could be used to clear out the crime in NY... but baiting every thug and drug dealer into attacking the UN Headquarters might be difficult; probably just maneuvering to bring in a standing army without being too obvious.)
