The other thing that doesn't get said, OK the guy is nailed 40 x, but what about all the other incidents where the guy walked away or left before the cops got there... or there were no witness's, etc.
Sometimes they might be trivial and some times they might not be.
So you could easily triple or quadruple the assaults....
