A "Cosmetic Tattoo Clinic" is nothing more than your run-of-the-mill tattoo parlor. However, since tattoo application is technically a medical procedure, adding the "clinic" part lets women feel like they're more important than they are. Just another manner in which to appeal to women's fragile egos.
