I do welding machines and adaptive circuits - and this is just a high voltage, high frequency overlay current generator, used in the old set top boxes to convert OLD transformer welders, into TIG welders... This comes from the days, when the first silicon rectifiers and high frequency machines came on the market and were HORRENDOUSLY expensive... But everyone still had transformer welders.

The high frequency, high voltage overlay current, ionises the gas between the tungsten electrode and the metal being welded, and that allows the welding current - low voltage and high amperage, to jump the gap across the ionised path, and for the welding to commence.
