They're called flock cameras, automatic license plate readers used by police departments and communities across the country. Right now, they are at the center of a growing fight over just how much surveillance Americans are willing to accept in the name of public safety. Because these cameras don't just look for stolen cars; they can create a searchable record of where cars have been and when. Some recent cases are raising a much bigger question: what happens when technology designed to find criminals starts being used to track people who aren't criminals at all?
