Ummm the US and A. Aussie Cops tend to use a lot of the chequered blue and white squares on their things... Uniforms and Cars etc.. Where as the Yanquies tend to be more gestappo like.

Do an image search, Australia Police -- and you will see what I mean about the almost universal blue and white chequering over most people and things - except for the special operations teams.

Well sometimes the person getting beaten up, totally deserves it - and sometimes they don't.
And sometimes the cops deserve to be shot for beating up the person and sometimes they do not.

Obviously the guy is getting hammered and he still has some fight left in him.... That is a worrying sign.
