Totally agree that "in group policing" is the most effective way to maintain societal stability. I saw a great comment on a MGTOW video years ago that said almost all women are guilty of civilization rotting because even if they claim to be conservative or against feminism they take no active action against it and passively benefit from the system. Since women have to have a herd, exclusion and shunning would be the most effective.
Females do police each other, they do it through gossip. They never tell the person directly, they talk about the behind their backs and all laugh at the one that happens to not be in the room at that particular moment.
