The lion population (as well as other fauna) were very low when they set up the safari park or reservation. They have to bring in animals from captivity to boost it up. Whale watchers off Monterey were horrified by orcas attacking grey whales and that the law wouldn't allow civilians to interfere with the feeding of the Orca pod. Seems they didn't know what killer whales eat.
