The CIA made the arrangements and handled the logistics of getting the dope into the country. Mena, Arkansas in particular.

The Feds learned the art of operating through layers of agents, handlers, and patsies from people like Boss Tweed and Richard J Daley. The CIA got the dope in and treated it as "seized contraband" for appearances. Then, going through the motion of destroying it, they contracted their "disposal" men, who would pretend to destroy the dope.

The dope would be turned over to certain Jewish kingpins. Those Jews had big street dealers under them who, in turn, had small time dealers under them.

I'm disappointed that this story didn't mention Mina, Arkansas. That's another story place where they may have been directly importing the stuff in association with then governor bill Clinton.
